A public procedure before a public claim

The democratic body must be made of people, not described into existence. This page publishes a proposed founding procedure for consultation. No ratified membership roll, election result, or independent certification is represented here as already established.

Joining the founding consultation

Use Contact Us with the subject “Founding Assembly participation.” Include your chosen name, a reply address, whether you participate individually or through a Loom, your preferred language and access needs, and any willingness to serve. Do not submit identity documents or medical details. Consultation is free and does not require Dana.

Registration for consultation is not automatic voting eligibility. A proposed adult voting standard is voluntary acceptance of the Four Laws, at least thirty days of documented participation in practice or study, and agreement to the conduct and constitutional safeguards. Participation can be solitary, remote, or accommodated. The eventual Assembly must ratify eligibility and a fair verification method before binding votes.

The proposed first Assembly

Publish the founding membership standard and consultation notice for at least sixty days. Collect accessibility requests and objections. Appoint at least two vote counters who are not candidates or materially conflicted. Publish a consent-based public roster of officeholders, while keeping ordinary members’ contact details private. Invite a genuinely independent process observer where available.

The first session should consider membership eligibility, quorum rules, constitutional ratification, election of interim stewards, financial controls, a safeguarding route independent of leadership, and the succession covenant. Each decision needs its own motion, notice, count, and record. No package vote should force someone to accept an unrelated proposal to obtain a needed safeguard.

Quorum and decisions

The existing constitutional minimum for canonical and constitutional decisions is one-third of eligible Weavers, with substantive representation across established Looms, regions, accessibility needs, and participation modes. For a small founding body, meaningful representation must be explained in writing rather than assumed from turnout. A conflicted or excluded group may challenge certification.

Publish the eligible count, participating count, valid votes for and against, abstentions, quorum explanation, and applicable threshold. Ordinary motions use simple majority. Canonical changes require at least 66% of valid votes within a valid quorum; constitutional amendments require two-thirds. A succession arrangement under Article 11 may require three-quarters and two deliberative sessions. These thresholds are distinct.

Petitions, terms, and appeals

Proposed administrative terms are one year, renewable once consecutively, with staggered elections where practical. Any member may raise a concern or petition. A petition supported by five members or 10% of eligible membership, whichever is smaller but at least two, should receive published consideration. Rules must be settled before voting and not changed to defeat a particular petition.

A process appeal should be filed within fourteen days of publication. The reviewer must not be the original decision-maker. Where no independent reviewer exists, the result must remain provisional and the conflict disclosed. Personal ballots remain secret; institutional reasons remain public.
